Accountant/Accountant, Senior

The City of Jefferson is currently accepting applications for an Accountant or Accountant, Senior for our Finance Department. Both positions works under the supervision of the Chief Accountant, records and reports financial transactions and budgetary control for assigned funds and City departments; processes payroll; completes quarterly/annual payroll taxes and W2s; performs bank and other reconciliations; audits cash receipting daily to ensure proper documentation; provides back-up to all areas within Finance; prepares financial report statements and analyzes to ensure all accounting records are in accordance with established regulations and procedures.

Examples of Duties

Accountant: 
Processes bi-weekly payrolls and completes quarterly/annual payroll taxes and W2s.

Prepares and compiles journal entries, bank and other reconciliations, and audits cash receipting daily to ensure proper documentation.   

Provides backup to all areas within Finance to ensure financial transactions are accurate and processed on a timely basis. 

Assists with internal and external audits of controls, financial records, procedures and operations based on guidelines set forth in City Code. 

Assists with all accounting functions for City funds.  

Ensures compliance with applicable laws, regulations and ordinances.  

Provides guidance and assistance to staff in all City departments on accounting issues. 

Assists with the implementation of new accounting systems or related special projects. 

Accountant, Senior:
Supervises, assigns and coordinates the work of Accounting Technician Supervisor. Sets individual employee goals and provides feedback and performance evaluations. 
 
Performs all accounting functions for City funds.
 
Ensures compliance with applicable laws, regulations and ordinances.
 
Prepares and posts daily, monthly, and annual journal entries.

Prepares the City's Annual Comprehensive Financial Report (ACFR).
 
Prepares and organizes financial information to support the city's budgeting process; prepares the Annual Budget Report
 
Prepares schedules and reports for the annual financial audit and other audits as they occur; acts as Audit Liason for the annual financial audit.
 
Provides guidance and assistance to staff in all City departments on accounting issues.
 
Assists with the implementation of new accounting systems or related special projects.
 
Prepares bank and other reconciliations, audits cash receipting daily to ensure proper documentation; and prepares and compiles monthly computerized fund cash reports and receipts and disbursement reports.
 
Maintains and oversees the fixed assets system to ensure proper documentation of capital purchases and transferring of fixed asset items.
 
Maintains and oversees the accounting of all Federal, State, and Local grants received by the City to ensure proper documentation of all grants; responsible for preparation and reconciliation of the Schedule of Expenditures of Federal Awards (SEFA) for all Federal, State, and Local grants received by the City.

Conducts internal and external audits of controls, financial records, procedures and operations based on guidelines set forth in City Code. 

Typical Qualifications


Physical: Ability to sit for extended periods.

Mental: Cognitive ability and analytical skills to access various financial records and assimilate information for the city's financial reporting purposes; the ability to concentrate for long periods of time while reviewing various financial records; and strong communication skills necessary to interact with many departments.

Accountant:
Requires an accredited Bachelors' degree in accounting, business administration (with an emphasis in accounting) or closely related field and one year experience in business accounting. An equivalent combination of education, training and experience will be considered in place of of degree.  

Accountant, Senior:
Requires an accredited Bachelors' degree in accounting, business administration (with an emphasis in accounting) or closely related field and three years' experience in accounting. Government accounting experience preferred.


Supplemental Information


Computer skills using spreadsheet and word processing applications required.  Experience with a Windows based financial system preferred.

Both positions are anticipated to start at the minimum annual salary range. The starting annual salary for Accountant is $50,850.55 and a Accountant, Senior is $56.062.74.
